Answer to your first question:
You have two months waiting period. This means, only after completion of two months from your relieving date you can submit to your company your PF withdrawal forms duly signed by you with declaration of non-employment.
Company in due course of time endorse the said forms and either submit to RPFC or hand it over to you for submission from your end.
This waiting period is not applicable in case of (i) retirement on 55 age, (ii) women who are withdrawing it for marriage, (iii) permanent and total incapacity to work, (iv) on migration from India for employment or permanent settlement abroad, and (v) mass or individual retrenchment.
Answer to your second question:
You have option:
1. to make written complaint to RPFC what the company is not signing / forwarding your PF withdrawal forms.
2. Submit the forms to RPFC directly duly attested by (i) Manager of your Bank, or (ii) Head of Edu. Institute, or (iii) Gazetted Officer, or (iv) Sub Post Master, or (v) Magistrate, or (vi) Member of Central Board of Trustee (EPFO), or (vii) Chairman or secretary or member of Municipal / District / Local Board, or (viii) President of Village Union or Panchayat / MP / MLA, or (ix) any other officer approved by RPFC.
