Incentives are only given to employees who are involved in recruitment. Incentives vary from company to company. Apart from that, we generally have fixed pay in the HR department.

Your doubt is not clear to me. Why do HR people get an incentive? I mean, they are also employees of the company and not on contracts, I hope. Incentive means people work with extraordinary performance. If any employee works like this, he/she will get it with the proper approval of the HOD. On what basis are you asking, I do not know.
