Can anyone explain what is form XIX (A) & for XXI under contract labour act?

Hello seniors,

Can anyone explain what form XIX (A) and form XXI are under the Contract Labour Act? Please also share the formats of the same.

Form XIX-A under Maharashtra Rules was deleted in 2000, and Form XXI is the Annual Return to be sent by the principal employer to the Registering Officer by 31st December.

Dear Mr.Kulakarni ,
As per Contract labour act 1970 there are some registers to be maintained ,the registers u have asked for will fall under these.
Muster Roll, Wages Register, Deduction Register and Overtime Register by Contractor
. Every contractor shall Maintain Muster Roll and a Register of Wages in Form XVI and Form XVII respectively when combined.
• Register or wage-cum-Muster Roll in Form XVII where the wage period is a fortnight or less.
• Maintain a Register of Deductions for damage or loss-Form XX, Register of Fines -Form XXI and Register of Avances Form XXII respectively.
• Maintain a Register of Overtime in Form XXIII.
• To issue wage slips in Form XIX to the workmen at least a day prior to the disbursement of wages.
• Obtain the signature or thumb impression of the worker concerned against the entries relating to him on the Register of wages or Muster Roll-Cum-Wages Register.

Thank you, Mr. Prabhakar and Mr. Saikumar. Sir, I have one more query relating to this: do we have to prepare a muster roll for staff as well? If yes, then please share the format.

Dear Mr. Kulakarni,

Even though we have biometrics and other software for attendance, we still need to update Form 25 (Muster roll). Failing to do so may lead to non-compliance with the Inspector of Factories/Labour regulations.

Below are the few registers that the principal employer must maintain for staff:

- Form 25 (Muster roll)
- Form 15 (Register of leave with wages)
- Form 7 (Bonus return)
- OT Register
- Form 12 (Register of contractors)

Even though we use specific software for each register, these must be maintained manually.

If anyone can suggest any additional registers that I may have missed, I would appreciate it.

The information given by you was correct and helpful to everyone. However, I have one query, i.e., whether FORM 15 is necessary for contractors. If it is, then please help me with how to make entries and other details related to FORM 15.
