Planning To Start A Manpower Consultancty

Hi,
I am planning to start a manpower consultancty, i have 2.5 yrs exp in IT recruitment and have good database of candidates, but the most important part of the business is client acquisiton, and i need some info. on that, how to approach an HR,
I would greatly appreciate any kind of help in this matter.

Get service Tax copy
Prepare company profile
Get small website
Prepare Business Card and letterhead
Bye Naukri or Monster Database
and get HRs contact numbers and go and meet them
