Starting from Scratch: How Do I Set Up an HR Department in a New Company?

Recently, I have completed my MBA degree and will be joining a hydraulic company. There is currently no HR department in place, and I will be the first person in this company to establish it. I have subject knowledge but need guidance on setting up this department. Please provide me with a brief overview and help me in this regard. Thank you for your assistance.
