As an analyst, I would suggest that you prepare a plan of activities - all the tasks to be performed before automation.
1. Prepare a policy document on the 360 appraisal system:
a) Objectives
b) Rationale
c) Whom to be covered
d) Roles in the process
e) Forms in use
f) Frequency of appraisal
g) Exceptions, if any
h) Ratings/scale to be used
i) Whether to be linked with payroll or any other subsystems.
2. Obtain approval from all stakeholders before releasing the policy.
3. Seek approval from the Corporate HR Head to roll out the process.
4. If you plan to automate the process, ensure you have permission and budget allocation for it.
Note: If your organization has more than 50 people, it would be very difficult to manage the process without an automated system.
