Work from Home only incase of emergencies (recurrences increasing) - how to handle this scenario?

I would like to get some inputs on Work from Home policy. If anyone have a policy already in your company on "work from home" kindly share them.
Also, generally for us there has been a long term concern that, employees who choose "work from home" are generally less productive. We are a Software Product development company and we are cannot afford loss of productivity. We provide this option of WFH only incase of emergencies but recently recurrence of these emergencies are also frequent and now getting to be a larger concern. Can anyone suggest how to handle this scenario?

How you have handled the situation. I have gone through many articles and found that it's important now days to provide work from home options for employees and there should be some fixed number of work from home options in a month.. What do you think
