Seeking Guidance on Drafting a Mobile Policy and Caution Notice for Unauthorized Work

I am requesting the draft of the mobile policy for my organization. I would like to know what limits should be set for company managers and higher authorities in terms of call costs.

Additionally, I require a draft letter for issuing a caution notice regarding any unauthorized work.

The cost slab is as per the utility. Make a slab bearing in mind the usage of landline phones by the employees and the cost incurred by the company on the same. Keep somewhat a reasonable slab. If the mobile bill is more than the already decided slab of the company, then the same shall be paid in actuals, provided the immediate senior requests the same, mentioning the reason why the mobile bill was more than the specified slab.
