It's a very good question and topic to discuss. Thought, it was clearly explained by CHR and Simphan, I would like add my two cents to it:
Corporal punishment as NO NO way to teach a lesson to children in the school. It's an offence and should not be tolerated at all and school authorities have taken a good stand on this front. Since, the teacher has realized the mistake and she must get the apology letter duly signed by school authority and parents consent as well. Take it as learning and move on.
