Starting a Business: What Legal Requirements Apply to Opening an Office or Factory?

Please, can anybody tell me "to open any office or factory, what are the acts applicable to it?" Please help me out.

If it is an office alone, then:

1. Shops and Establishments Act
2. PF
3. ESI
4. Maternity Act

If it is a Factory, then:

Factories Act, PF, ESI, Minimum Wages, Payment of Wages, Gratuity, Maternity, Workmen Compensation, Contract Labour, BOCW, etc.

The list is lengthy.
