Manpower fixation in different departments depends on the following factors:

Conducting Workload Analysis
You need to carry out workload analyses of different departments. The concerned departmental heads shall raise the manpower demand. However, as an HR professional, you must ensure proper justification for the same. Practically, you need to observe departmental activities for different job roles. Moreover, interaction with the concerned job holder is crucial and necessary to have job descriptions and job specifications to strengthen your point of view for proper justification for fixation.
Determining Manpower Requirements
Once the requirement is known for the job, for instance, if we require 10 persons in a particular department, then you have to fix manpower as 10 + (17% for rest days) = 12 employees. Hence, 12 employees are fixed based on justification.
Please note: Provision for rest days has been considered. However, depending on the nature of manpower and absenteeism, the provision has to be adjusted accordingly.
