Are you sure only an employee handbook is enough to comply with mandatory labor laws? Employee handbooks are helpful only for non-workman staff, etc. Regardless of the number of employees in the workman category, if you are registered under the Factories Act (which you must be since it's a manufacturing unit), you need to apply for Certified Standing Orders under the Act.
