If a company is given a contract to build a residential complex, does the company need to register under the AP Building and Other Construction Workers Act?

According to the APBOCW Act of 1996 and rules of 1999, Section 7 - Registration of Establishment: (1) Every employer shall,

(a) In relation to an establishment to which this Act applies on its commencement, within a period of sixty days from such commencement, register their establishment through Form-1 and receipt of the treasury challan to the concerned labor officer (issuing authority). The officer will then issue Form-2 to the establishment.

The employer is required to pay the cess on the cost of construction, not less than 1% and not more than 2%, to the APBOCW board monthly, quarterly, or yearly. Employers need to register contract workers and their workers (supervisors, boys) with the APBOCW board. The board will issue ID cards to all the workers. In case of any accidents, the board will provide compensation to the worker.

Currently, our APBOCW board has 800 crores allocated for workers involved in building and other construction work.
