Regarding Calculation Of Earned Leave

Hi,
If the Leave cycle in a company starts from April every year and an employee joins in September, then how is his Earned leave calculated?
Please clarify the calculations of all leaves with examples please.

Earned Leave is credited in two instalment, in advance of every six month, ie. 15 days.
In case of a newly appointed staff in mid ot month, Earned leave shall be credited on prorata basis ie. for each completed month.

Can Anybody help me how to calculate Earned Leave ? My concern is, if EL is given in EL, suppose anybody is on Leave for 30 days continious in a year and while calculating the leave whether we have to consider 11 month or 12 months.

I have been recently trasferred to a new personnel deptt. on job rotation basis and now I have to look after the Leave records among other official work. In our organisation 11 days make 1 earned leave. if an employee joins on 15/07/2008 and he had taken 8 days EL from 22/03/2009 to 29/03/2009 and 6 days EL on 01/08/2011 to 06/08/2011 and 5 days medical leave on 18/08/2011 ti 22/08/2011 then what will be his balance EL as on 30/09/2011 ? Can anyone please provide me the formula ?
