Please note that MW rates are normally the same in both Delhi and Central. I also request you to please clarify on what basis you are claiming that the circular posted by is the Delhi State MW Circular.

I am not satisfied with this, dear. I request you to please tell me on what basis you are referring to the said circular as the Delhi Circular. You are only stating it is the Delhi Circular, but apart from that, you are not providing any justification for the same. So, please apprise.

Minimum wages is a very sensitive issue, so there is no place for "normally same." It must be exactly the same as published in the government notification. A scanned copy of last year's Central Sphere Minimum Wages is attached, where you can find the differences between Delhi and Central Sphere Minimum Wages.

Establishments Included in Central Sphere Minimum Wages

In the Central Sphere minimum wages, the following establishments are included, especially for the employees working underground and above ground: "Gypsum, Barytes, Bauxite, Manganese, China Clay, Kyanite, Copper Clay, Magnesite, White Clay, Stone, Steatite (including the mines producing soap stones and talc), Ochre, Asbestos, Fire Clay, Chromite, Quartzite, Quartz, Silica, Graphite, Feldspar, Laterite, Dolomite, Red Oxide, Wolfram, Iron Ore, Granite, Rock Phosphate, Hematite, Marble and Calcite, Uranium, Mica, Lignite, Gravel, Slate and Magnesite."

The notification you enclosed is missing the establishments of Coal Mines and Non-Coal Mines.

Sincere Requests

1. Please read the 1st line on the MW circular where it is specifically mentioned "In exercise of the power conferred by the central government vide notification no......" and the same has been issued by the Chief Labour Commissioner (Central).

2. "Normally same" has been used to help you understand that the Delhi and Central rates are the same.

3. The MW Notification attached herewith is for construction/road maintenance works.

4. Coverage of establishments is specifically mentioned in the Industrial Dispute Act, so please refer to which establishments/industries are covered under central or state.

5. The clarification you provided does not clarify that the MW notification posted by me belongs to Delhi state only.

Requesting you to please justify in detail.

I would like to mention here that paycheck.com is a private site, while I obtained this circular from the office of CLC (Central). I would also like to inform you that the Minimum Wage (MW) effective from the date you mentioned has been published on the Labour and Employment Department of the Government of India's official website on 7th April 2012. (A clear copy of the same is attached for your perusal.) If you have the latest MW circular effective from 01-Oct-2012, kindly share it.

I also request you to clarify on what basis you are stating that the MW circular I posted belongs to Delhi instead of being central. Please stay focused on the topic and address my query.

I have already posted the file as attached by you. The minimum wages file you posted, effective from October 1, 2012, does not show the wages of workers who are working in underground mines. I work in the mining industry, so I have a clear idea about the wages of mining employees. There are two categories of employees working in the mine: those above ground and those underground. Their wages differ for each level of unskilled, semi-skilled, skilled, and highly skilled workers for both above ground and underground positions.

Minimum wages vary in the mining industry, and your posted file does not cover the employees working in underground mines.

The 14th September letter has been superseded, as far as I know. For the watch and ward category, for example, it is INR 217 per day.
