On-Roll vs. Off-Roll: How Do You Classify Employees Without Salary Slips?

I am working as an HR executive in a private company. I want to know what the difference is between on-roll and off-roll. If I hire an employee but do not provide any salary slips, PF, or ESIC, then is this employee considered on-roll or off-roll?

If you hire an employee but do not provide him/her with any salary slip, PF, ESI, etc., it means that you are not including the employee in your payroll. This indicates that the person is not considered as part of the regular workforce and is categorized as an off-roll employee.

Let us know who is paying the salary and who the direct supervisor is. Payslip, PF, and ESIC are secondary as they are more about compliance (no one can escape from compliance).

On Roles: (On-role employees' compliance is your responsibility)

1) You pay the employee directly, and it is recorded.
2) You are the direct supervisor of the employee.
3) The appointment letter is signed by you.

Off Roles: (Off-role employees' compliance is the contractor's responsibility) (Employer–Contractor relationship is a must) (The Contract Labour A&R Act is applicable)

1) Salary is paid by a third party (Contractor).
2) The appointment letter is signed by the contractor and the employee is deputed to your location.
