What Should We Call Someone Who's Both a Tech Expert and a Business Developer?

I am working as an HR in a small organization. Everyone is given more responsibility in this organization. Now, I want to know the exact designation for a person who is technically expert and also involved in business development. A combination of Business Development and Technical designation would be better. Kindly suggest to me.

1. What is this person's seniority - is he in the middle or senior management level?
2. Also, when you mention 'technically expert,' are you referring to his knowledge levels, or is he involved in any purely technical role/function in addition to the business development role?
