How Can I Enforce Policies and Boost Morale as the Sole HR in a Small Company?

My dear seniors, I am working as an HR in a small company where the employee strength is 20. Here, I am the only HR, so please let me know the tips to implement the policies very strictly. We also have a dress code here, and the employees are resisting adhering to the rules. Additionally, we don't have any games that refresh the employees. Please suggest some games that suit us and help me become a good HR.

The following points need to be detailed by you. Please give any suggestions regarding the issue:

1. Is the management ready to implement or in favor of your suggestions as HR head?

2. What is the type of industry? What is the nature of work of employees and their qualification levels?

3. Is there any chance for recreational activities?

4. Who is the ultimate boss of your organization? Is he from the management side or an employee of manufacturing/technical services?

5. Can you provide some examples of resistance you encountered in adopting the HR policies?

Before implementing any system, policy, SOP, etc., as HR, we will receive negative feedback from employees. Have a meeting with all the employees, along with your boss and MD, and explain to them the importance of the policies and how they will benefit from them. The person who follows these policies and procedures of a company and respects the policies will have a great career even if they switch to another company. Apart from hard work, job knowledge, competence, etc., the person should be equipped with all the rules and regulations if they want to grow professionally.

Ours is an e-commerce company, and the employees are from different backgrounds; of course, they are well-qualified. They also show interest in recreational activities. Our boss is the CEO; he takes care of the management and the technical part as well. The resistance is for the formal dress code.
