Do we include security guard in calculating 20 persons for taking labour license at site or only count labours?

License only for Labors is required not for security guard.

We are Security Agency having 40 Security Guards and they are covered in factory employer labour licence, we are having PF, ESI, Codes and paying at our end.. our question is if our security is covered in employer labour licence, then no need to take labour licence..
Kindly clarify with one example or any GO

Private security guards business falls in the purview of Private security agencies Act 2005.
The contract labour license should not be applicable.
