The Punjab Government has revised the Minimum Wages from ₹4,268 to ₹4,568, with a slight increase of ₹300. However, considering the inflation, everybody was expecting an increase of ₹1,000, which would surely affect the inflation rate.

You can't bifurcate Minimum Wages into Basic & HRA. Therefore, Basic can't go down from Minimum Wages. Basic = Minimum Wages.
