Can anyone tell me about the statutory compliance that is performed by a contractor and a Principal Employer? What kind of forms should be maintained by a principal employer and a contractor? What are the limits of contractual labor applicability in an establishment?

List of Compliances Under Contract Labour (R & A) Act, 1970

List of compliances to be made by a contractor under the Contract Labour (R & A) Act, 1970:

• Register of Persons Employed in Form-XIII
• Employment Card - Form XIV
• Service Certificate - Form XV
• Muster Roll - Form XVI
• Wage Register - Form XVII
• Deduction Register - Form XX
• Overtime Register - Form XXIII
• Register of Advance - Form XXII

Last but not least, a license is required if 20 or more persons are deployed.

List of Compliances for the Principal Employer

List of compliance to be made by the principal employer:

• Register of Contractor in Form XII
• Display a notice containing the rate of wages, hours of work, wage period, date of payment of wages, name and address of the inspector, and date of payment of unpaid wages
• Issue a certificate in Form-V to the contractor for obtaining a license
• Apply for obtaining a Registration Certificate
• The wages to be disbursed by the contractor in the presence of an authorized representative of the principal employer.
