Is TDS Applicable For Project Trainees?

Hello,
I'm working as a Project Trainee in a software company in Hyderabad.
I'm being paid a consultancy fee for the period of 6 months training.
They are deducting 11.33% tax from my stipend in the form of Tax Deducted at Source(TDS).
I want to know whether TDS is applicable for my stipend?

If you are paid in the name of Consultancy fees it invites TDS @ 10.3% and not 11.33% as mentioned. But if you are paid in the name of stipend TDS should not be deducted.

Yes! They are paying me in the name of consultancy fees.
But they are deducting 11.33 % from the pay.
