How Do I Create an Effective Emergency Preparedness Plan for a Large Manufacturing Plant?

I need to prepare an Emergency Preparedness Plan for a manufacturing plant with 45 acres of land and around 3,500 workers. The plan should cover contingency plans for the following situations:

1. Fire
2. Earthquake
3. Mob attack
4. Terrorist attack
5. Flood

I would greatly appreciate it if someone could share a good presentation on the subject matter.

The manufacturing industry could include chemical, petrochemical, metallurgical, and a host of others.
