Is HR Responsible for Handling Ex-Employee PF Issues? Seeking Clarity on Delays and Annexure K

My friend resigned on April 2nd, with May 2nd being his last working day. His form was submitted on July 13th, 2012 (60 days from the relieving date, as stated by HR). HR personnel are indicating that the time period for crediting the PF into the account is still 60 to 90 days. He requested an earlier credit date, but they responded as if they are doing a free service to ex-employees by handling PF matters. They mentioned that employees should manage their PF withdrawal issues independently. Is this true? However, it seems they are causing delays. Additionally, HR mentioned that PF officials are confused about Annexure K. He hasn't secured a job yet. Does Annexure K play a role in this context? I heard that Annexure K is necessary for transferring PF funds from one account to another new account. Moreover, on the EPF India site, when he checks the status of his PF application, it shows "your application is rejected, and it is being sent to the address mentioned by you."

Is it mandatory for HR to handle the PF of ex-employees? If so, please provide a text citation for this.

Also, please enlighten me on the above doubts.

The employee can withdraw PF only after a minimum period of 2 months after leaving the organization. The reason is that if the employer has to process the F&F, then they need to check for any dues on the employee's PF, and they have to pay the PF authorities. In such cases, the employer has to pay the PF dues of the separated employees along with the existing employees, and the dues are paid in the following month. The PF authorities will update their records. Once your PF withdrawal form is submitted to the PF office, it takes about 60-90 days or even more depending on the case.

Annexure K

Annexure K is a copy of the transfer certificate from the existing PF account to the new PF account, along with Form 13.

Please elaborate on "2 months after his leaving the organization." Additionally, is it mandatory for the HR executives to look into the PF of the employee? In this case, is Annexure K necessary or not?

Payment of PF Dues for Former Employees

In case the employee has any PF due that needs to be paid, the employer will pay it while processing the PF amount for other employees on the next scheduled payment date. For employees who have left, the employer provides a withdrawal form, and it takes the PF authorities about 60 days, approximately 2 months, to update the same.

Yes, any HR executive looks into the PF of the employee. Annexure K is not necessary if the employee has not been employed elsewhere and has no new PF account.
