Handling Arbitrary Actions by Employee Union Leaders

Please suggest if the employee union leader is acting arbitrarily, not following the Head of Department's instructions, and creating pressure on the HR department. How can I maintain discipline in the organization?

Please suggest/advice for the same.

It is part of unions' strategy and tactics to keep the management on its toes by applying pressure and exhibiting resistance, etc. You need to handle them tactfully, and resorting to disciplinary solutions to discipline them will be counterproductive unless they resort to violence or disorder that threatens general discipline in the establishment.
