Causal labour is always casual labour only. Casual labour means labour who does work of casual nature, say, white washing, plumbing or spade work etc which are not directly connected with the main or core activities of the establishment.
They will not become regular employees. However, casual workers are entitled to all socila security benefits, like ESI, EPF, bonus etc. If a casual worker is employed for 240 days in a year, he is entitled to leave with wages in the succeeding year. Similarly, if a causal worker has been employed for 5 years with 240 days in each year including days of off, leave days etc, he is eligible for gratuity also. But he need not be called as a regular workman and he may not be entitled to benefits which a regular employee is entitled to, such as accommodation/ staff quarters, lunch coupons, family get together etc.

Dear Sir,
if any casual worker working continue for 90 days (3 Months), Is he entitle as permanent worker.

No, a casual worker is not entitled to get regularisation on completion of 90 days. However, if he completes 240 days in a year, he is eligible for statutory benefits as stated earlier. The concept of giving one day break as in Govt services will not apply to private sector.
