How Do I Create a Formal Contract and Define Scope of Work for Our Consultant?

In my company, we already have a consultant who handles all the statutory matters related to employees. I have recently joined this company, and I was shocked to know that we don't have a scope of work defined for this individual, and there isn't even a formal contract in place.
