New Newspaper HR Manager Seeks Guidance on Starting Employee Benefits Programs

As I am working in a newspaper that launched just a year ago, they are not providing any facilities to employees such as PF, ESI, and EPF. Can anyone tell me what the procedure should be to start these facilities for our employees? What steps should I take? I am working in the HR department.

"Dainik Lokprabodhan" is the name of our newspaper. It was launched just a year ago, so they don't have any branches. It is a partnership firm. We have 10 employees working in the official staff. Our boss wants to make some employees permanent. Can you please explain the procedure for providing PF, ESI, and EPF facilities to them?
