Could you please explain if the employer will terminate an employee? What is the procedure? Can the employer terminate the employee while they are on leave?

Normally, the procedure for termination based on poor performance is an integral part of the overall HR Manual. Does your company have one? If not, you must get it made. Once you establish a procedure and follow the same, you can terminate the employee.

Termination without any procedure or taking care of legality is inviting trouble. If you have established procedures, follow them. Termination of services should be a last resort, and you must complete the paperwork before termination, showing various aspects of non-performance if necessary as a backup in a legal case. The best approach is to ask the employee to resign with respect to their non-performance.

Sending dismissal papers to an employee on authorized leave is unethical. The company will face difficulties in explaining its dismissal process.
