The aim you are having of developing the HR functions & practices into the organization is highly appreciable as you are a fresher & the organization too not very much older.
I would suggest you to start working on building awareness among employees which can be best started from HOD's.
Teach them the importance of having discipline in the organization like office timing, dress code (uniform or simple formals), sharing information, organizing cultural events like annual day, festivals, etc .....
Once you are able to win the vote of HOD's the remaining will come much easily...

Good Afternoon,
I am currently working with an HR Consultancy in the middleast, i am looking to move into corporate HR. I have been given the opportunity to choose/ give the designation i would want.
I have been in the HR field fr 3 years and i do contracts,tickets,insurance,recruitment etc apart frm other HR activities.
Any suggestions for designation that would help me in the future.
