Understanding the Hay System: Can Employers and Unions Set Their Own Pay Scales?

Clarification on the Hay System's Pay Line Usage

Does the Hay System force an employer/union to use a pay line based on local pay scales they feel are normative, or can the employer and union negotiate their own pay scale but still use the rest of the Hay software? For example, job description templates provide the information needed to decide where a job lands on the pay line.

Unionization and Vendor Options

There are two different things: being unionized or not.

Next, I have worked on Hay Point factor and salary surveys too. Hay is not the only vendor of such services; there are other good vendors available like Mercer, Towers Watson, etc.

Job Description Templates

For job description templates, I don't like Hay actually. I find O*NET as one of the finest resources.

I feel someone is simply gathering evidence and reaffirming a particular line of thought.
