Employ Handbook For Offshore Company

Can someone help me with a draft of Employ handbook for Oil/Gas offshore office which my company intends to start in India.I need to make one for which I need to know local leave requirements,Allowances, Claim formats etc.

I am new to this website as well as HR job. I am basically a mariner switching over to HR and joining a new outfit in near future, and this one is part of the JD they had advertised.So wanted to do some homework before the finalization with them.
