PF Related Issue - Pf Issue

Pl let me know the term or word used as ceiling.

ESI is contributed from both the sides Employee as well as Employer.
It is been calculated on the basis of Gross salary per month and the maximum ceiling is 10000 Rs./Month.

Ceiling means - for the purpose or PF/ESI : For that specific ceiling limit, the contribution is mandatory or maximum contribution upto that limit for specific account.
Example:
maximum ceiling is 15000 Rs./Month.
Means contribution mandatory upto 15,000/- not above

Is A Private Limited company liable for contributions if the vendors do not have any PF or Esic code. The vendors are carpenters-electricians-plumbers-masons. Pleaseclarify.
