I am an HR Officer working in a construction company, specifically in the training section. I have been tasked with generating a report regarding the training needs of all staff in the system and making a proposal to management on how to fulfill these training needs.

First, you need to create the skill sets (skill matrix) required for each employee according to their categories. Then you have to identify where they are lacking. These two processes can be done only with the help of site heads because the employees in the construction industry are scattered in various locations.

Based on the feedback from the site heads, a "Training Need Identification Form" for each employee has to be prepared. Then it has to be consolidated depending on the topics relevant to the skill sets required. Finally, a training calendar has to be prepared with the name of the trainer if possible.

The same can be submitted to management for their approval.

One way to address this is by creating a skill-gap matrix. This can be included in the job description of the individual. You can gather data on the skills required for the position versus the actual skills in a table format.
