Struggling with PF Settlement: Do I Really Need All Form 16s for TDS?

I joined a company in January 2005 and resigned in June 2008. My PF is not settled yet. When I asked for PF settlement, they are asking for all Form 16 from the joining year to the relieving year, but I don't have all Form 16. They are saying that Form 16 is required for the calculation of TDS on PF. Can they not have the details from the PF itself? I am not working now, and if PF is less than 2 lakhs, still TDS is needed.

Yes, the PF department of the company initially did not inform me of anything when I kept calling them. They are now asking for Form-16 from the time of joining to relieving.

Yes, there is no such department, but the person who processes the PF. Does that matter? The problem is the same; they are asking for Form 16, and I don't have all of them. Can anybody tell how they will calculate TDS on PF?
