If the establishment is in one premises then no. That establishment will be covered under Factory Act.

The Bombay shops and Establishment Act contains a specific provision that if the estblishment is not a shop or commercial establishment and it is connected with manufacturing procees, the Bombay Shops Act does not apply to it.

If factories having less than 10 total manpower with the aid of power and less than 20 total manpower without the aid of power then those factories are also covered under the Bombay Shops & Establishment Act, 1948
