Hi Friends, can anyone guide me about the rules for HR? Which rules and regulations does HR have to follow? Are they restricted from attending calls and using social websites? Please help me.

Whatever the policies of the organization, they apply to everyone. HR is not exempt from those policies as HR employees are also part of the organization and should comply. 
