The objective of the Shops and Establishments Act is to regulate the opening and closing hours of shops and other commercial establishments. Apart from what I listed above, the Shops Act also provides for a weekly off and four national holidays. The Act covers shops that are trading in goods as well as commercial establishments that provide services, entertainment, hotels, restaurants, etc. The Act contains substantive sections as well as rules framed by the State Government concerned, prescribing the procedure for implementing the provisions of the Act such as rules regarding:

- Registration of establishments
- Obtaining licenses
- Maintaining registers/records
- Enforcing authorities like Shops Inspectors who supervise the implementation of the Act.

It is mandatory to get registered with the Shops & Commercial Establishments Act and follow the rules of the same.

When an act or statute prescribes certain conditions to be complied with by those to whom it is applicable, they become mandatory.
