Well, quality and cost are paramount. What is the Defects Per Million Opportunities presently? Does the production manager use project management techniques, or does he have a rudimentary PERT/CPM? How does he plan work schedules, maintenance, and manpower planning? For example, if there are frequent overtimes, then this is an indicator that the planning function has collapsed. Another example is if a machine breaks down and takes a few days or a week to get up and running again, where do you attribute the downtime? Does he understand preventive maintenance?
