Salary Calculations - Salary Breakup

Hi,
Below is the offer breakup that I came across recently. I find it different from the regular one [like basic-30%of ctc, hra-40% on basic, medical, pf- 12%, special allowance], that is followed.
Please help me understand if the below mentioned calculations are as per the compliance followed.
This would help someone to make a right decision before he/she jumps & the employer is genuine.
Basic: 50 % of CTC
HRA: 50% of BASIC
Medical: 15000 per annum
Driver (taxable):
Telephone (taxable):
Travel (taxable):
PF: 9360 per annum
Special (taxable): CTC-All of above

Find below components of Salary Calculations
Basic 50% on CTC
HRA 60% on Basic for metro cities and 50% for other cities
Conveyance Allowance Rs. 9600/- (Exempted)
Medical Allowance Rs. 15000/- (Exempted)
LTA Exempted for the bills you provide amound varies based on the salary
Special Alowance (Taxable)
PF Either 12% on full basic or shall be restricted to 12% on 6500 PM depends on management.
