IS Contract Labour License Required For Less Than 20 Person

I need your help to know about Pasara License.I am working with an IT company. One of our vendors has to obtain Pasara Lincense which they have not yet obtain. I want to know what is exactly Pasara License? the procedure to obtain it. Send me sample copy of PASARA LICENSE. contact person.
