It may not be feasible.
Say, I will post my requirement and I get resumes. Will I share the resumes with others? I am not sure. Either way, I take the best candidate and you are left with the leftover resumes. Probably what can be done is to have a website where the company can post the resumes or minimal info of candidates rejected by them. The candidates may be asked if his/her resume can be shown to others. If he/she says 'yes', make it public, and other members can see the same and use if required.
Are you game for the extra work in posting the resumes? If you do this, you can expect others to do this. If all are willing, they need to post the comments too, if they screen the resume and grade. That makes it easier for other HR managers.
If you think it is possible logistically, I can book a domain -
http://www.resumeloop.com (whatever) and design software for the HR managers to post the resumes and scan the same. If this is successful, we can extend the same to the candidates willing to post resumes.
Think what if a manpower consultant enrolls as a member :-)
