Understanding Pay Scales and Leave Policies in Maharashtra's Pvt. Ltd Companies: What's Fair?

Please let me know what should be the pay scale and leave structure in a Pvt. Ltd company in Maharashtra. According to our policy, we have 2 days of leave inclusive of PL, SL, and CL, and the minimum wage is ₹4500/- starting, i.e., from the office boy.

Leave and Wage Requirements under the Bombay Shops and Establishments Act

If you are covered by the Bombay Shops and Establishments Act, you need to provide 21 days of leave in a calendar year for an employee who completes 240 days in the said calendar year. The wages provided to employees engaged in manual skilled or unskilled, or clerical work shall not be less than the minimum wages prescribed by the Government of Maharashtra for the said category of employees employed in shops and establishments.
