How Do You Decide Yearly Increments for Manufacturing Staff Without Performance Appraisals?

I want to know how to finalize the yearly increment in the manufacturing unit other than through performance appraisal. Is there any particular slab for white-collar employees? For example, a higher slab for managers and a lower slab for executives. Please help me finalize the yearly increment.

It is based on the company's performance of business, and not only that, we can get the idea from the top management people and board of directors' clearance also. Only then can we implement the new salary scheme. It's not an easy job and not decided by ourselves; rather, the company decides for us.
