When you want to create a policy, consider both sides: the Company and the Staff. Also, try to gather some insights from other companies operating in the same field. Look into the best practices they are implementing, take some cues from them, and then proceed.

Not very simple. It is quite a time-taking job. If you are employed solely for this specific job, then it is okay for you to continue. Otherwise, you may need to seek help from some very experienced professionals from outside the organization.

However, for better employer-employee relations, it is always preferable to hire independent and impartial management consultants' services for the preparation of a balanced set of rules.
