How Do You Fairly Appraise Creative Talent in an Advertising Agency? Seeking Advice!

I have recently joined as an HR in an advertising agency. I was wondering if there is any format for appraisals in an advertising agency, as it is very difficult to rate creative people. Any advice will be highly appreciated.

I used to run an ad agency. My advice would be: don't try to test people on "creative" aspects. Simply ask their direct superiors to rate their worth to them. Other than that, just use the same kind of tests you would normally, but be prepared for resistance from the creatives as they see testing as an encroachment on their creativity. 😒
