Domestic Travel Policy And Short Term/long Term Relocation P

Hello Friends,
Need favor from experts :) I am drafting policy for Domestic travel and relocating employees on short term/long term. Would appreciate if you can share with me the industry standards / if anyone of you have these policies so that i can bench mark our standards. Basically i want to know the per diem/daily allowance, if other expense line telephone/local travel are reimbursement over and above daily perdiem?
Is it important to build in the grade system for mode of transport meaning should sr managers travel by air and junior engineers by rail etc? Please help.
