I am sure you would be aware of the "meister" system of apprenticeship in Germany. These days, even ITIs are gearing up to industry trends and introducing new courses accordingly.

Another example could be the "co-determination act" in Germany, which leads to a collective bargaining system wherein the unions even have veto power on certain core issues like training, etc.
