From your reply, it is understood that there are no issues with the infrastructure and support from the management. If so, you can conduct training in a very effective manner. I will advise the following for your employees' training:
1. Training Need Identification of all your employees should be done as a first step.
2. Training modules (Topics/Subjects) should be decided based on your plant requirements such as Electrical Safety, Work At Height, Scaffolding, Confined Space, Crane Safety, Excavation, etc.
3. If you have 100 employees, firstly decide to whom you have to give training and on which modules.
4. Develop some internal trainers. Your line managers can be selected as trainers. Provide them with training (Train The Trainer) from experts to make them good internal trainers. If you have a good safety department or safety personnel, consider imparting training from the line managers to make it more effective. Involving more people in the safety journey will improve the safety culture and yield better results.
5. Make a training calendar after all these exercises. Depending on the number of batches required and the time period to complete, decide how many sessions should be conducted in a month.
6. You may involve your HR Department in performing all the above tasks. Be a facilitator to monitor.
If you succeed in implementing the above steps, it will be a great achievement.
