I have served in FMCG - Food & Beverage Industries for more than 15years. To my knowledge there should not be any hazardous chemical taking part in the manufacturing process of biscuit. Yet it depends on the supporting or utility systems that the manufacturing unit facilitated with, say for example if the unit is having a De-Mineralisation Water unit, in which chemicals like Caustic Soda flakes or Lye, Hydrochloric acid used to recharge the cation and anion exchangers.These are hazardous by nature and require careful handling.With regard to the classification of hazard as per OSHA you may google it and check with the MSDS.
Having said that, it is very much necessary to draw the material flow chart from input through output and evaluate the nature of Hazard by conducting Hazard Analysis, (it should necessarily be a team work).
